Partly. Anthropic ships a handful of official example skills at no cost, and some community SKILL.md files on GitHub are free too. But is Claude Skills free to use for serious work? Not usually — most tested, production-grade skills are sold individually or through a membership.
The free ones are enough to learn the format. They are rarely enough to run as your actual daily workflow.
